A Profile
Formation
of ADIBA:
ADIBA, the
Association of Development &
Industrial Banks in Asia, was
established in June 1995 to
improve the economic relationship
among major Asian economies
through promoting practical
co-operation among leading development
and industrial finance institutions
in the region. The ADIBA presently
has eight member-banks from
the Asian countries. The countries
represented are China, India,
Indonesia, Japan, Korea, Philippines,
Singapore and Thailand. The
member-banks are the following:

Objectives:
The objectives
of ADIBA are as under:
- To further the economic
relationships among the
major Asian economies.
- To contribute to financial
and economic development
in Asia.
Functions:
For the purpose
of achieving its objectives,
ADIBA shall:
- Promote financial co-operation
for mutual benefit:
- encourage provision
of funds to one another
with favourable terms
and conditions;
- develop financial
products;
- explore new projects
and carry out co-financing;
- introduce efficient
financing schemes for
direct investment and
trade; and
- organise joint training
courses in new business
areas and provide opportunities
to exchange business
experience.
- Enlarge personnel exchange
programmes:
- assist in exchange
of officials among member
banks;
- organise on-the-job
training programmes.
- Exchange information and
carry out joint studies:
- promote the exchange
of information and material
about clients; and
- produce and distribute
publications, such as
country reports.
Organisation:
The activities
of ADIBA are monitored by:
- Executive Management
Committee comprising CEOs
of member banks who will
take decisions on matters
of mutual co-operation.
- Steering Committee consisting
of senior executives chalks
out the activities for ADIBA.
- Working Groups, which
are set up as needed, will
pursue and implement business
of co-operative nature and
conduct research on issues
of common interest.
Korea Development Bank was the
founder Chairbank of ADIBA.
Subsequently, the Chairbank
position, which rotates among
the member Banks annually, was
held by:
- Japan - Industrial Bank
of Japan - 1997
- China - China Development
Bank - 1998
- Thailand - Bangkok Bank
Public Co. Ltd - 1999
Currently, IDBI is the Chairbank
of ADIBA for the year 2000.
Annual Meetings/
Symposium of ADIBA since 1996:
Since its
inception, member Banks have
been meeting regularly once
in a year to discuss possibilities
of strengthening co-operation
among themselves and sharing
their experiences on issues
of topical interest. Such meetings
have also served the purpose
of formalising co-operation
arrangements in the areas of
cross-border investments and
advisory services.

- 1997 - Tokyo, Japan,
"Foreign Direct Investment
in Asia: Trends & Issues".
- 1998 - Beijing, China,
"Diversification in Financing
Infrastructure and Basic
Industries in Asia".
- 1999 - Bangkok, Thailand,
Response of ADIBA Banks
to Asian Financial Crisis
Initiatives
taken under ADIBA:
In the past, ADIBA has taken
some initiatives in the areas
like extending lines of credit
and entering into agreements
of co-operation in the area
of corporate advisory services,
direct investment and mergers
and acquisitions. For instance,
Korea Development Bank (KDB)
signed Co-operation Agreement
with China Development Bank
(CDB) in the field of direct
investment and merger and
acquisition. IDBI has also
entered into an agreement
with KDB in the area of corporate
advisory services. The training
programmes covering subjects
like project financing/ privatisation,
derivatives, off-shore financing
business have been conducted
by ADIBA. Similarly, ADIBA
has also sponsored joint research
studies on subjects of interest
to member banks.
